The Legal Team of the Tuzla Canton Plenum Responds to Bahrija Umihanić’s Invitation
Yesterday, 12 March 2014, the candidate for chief executive of the Tuzla Canton Government, Bahrija Umihanić, invited representatives of the Citizens Plenum of Tuzla Canton to a meeting via the Plenum Legal Team. The response to this invitation, delivered to the candidate on 13 March 2014, is copied in full below.
We invite the citizens of Tuzla Canton to actively take part in the public working meetings of the Citizens Plenum of Tuzla Canton. The 11th plenum will be held in the main auditorium of the Tuzla Bosnian Cultural Center on 15 March 2014, starting at 6:00 pm.
RESPONSE OF THE PLENUM LEGAL TEAM TO THE INVITATION OF BAHRIJA UMIHANIĆ, CANDIDATE FOR CHIEF EXECUTIVE OF THE TUZLA CANTON GOVERNMENT
Dear Mr. Umihanić:
The Legal Team of the Citizens Plenum of Tuzla Canton thanks you for the invitation for a meeting with representatives of the Citizens Plenum of Tuzla Canton, which you sent on 12 March 2014.
Bearing in mind that neither the Legal Team nor any other team, group, or individual is authorized to represent the Citizens Plenum of Tuzla Canton, we take this opportunity to inform you that a working session of the Citizens Plenum of Tuzla Canton will be held on Saturday 15 March 2014 at 6:00 pm in the main auditorium of the Bosnian Cultural Center in Tuzla. Therefore, we invite you, as the candidate for chief executive of the future Tuzla Canton Government, to attend the scheduled session to present your plan of action to the citizens.
We remind you that the Tuzla Cantonal Assembly has completely ignored the demands of the Plenum adopted at the working meeting of 6 March 2014, and these are as follows: that the Tuzla Cantonal Assembly organize a public debate about the candidates for chief executive of the Tuzla Canton Government by Monday 10 March 2014; that the public debate be broadcast on Radio-Television Tuzla Canton (RTV TK) as the public service station of the Tuzla Canton; and that the debate also be open to all other interested media outlets.
Because the Tuzla Cantonal Assembly did not accept the demands of the Plenum, at this time there is no possibility or any kind of Plenum delegation with whom you can meet; the only place your policy goals can be presented is the scheduled open and public session of the Plenum.
We also remind you of all the principles and demands previously adopted by the Plenum, which primarily concern the nomination of an expert, nonpartisan, and ethically uncompromized governing body that will respond to the demands of the citizens of the Tuzla Canton.
We also remind you that the citizens adopted the following high-priority demands of the Tuzla Canton Government (at the Plenum session of 22 February 2014):
- That the Tuzla Cantonal Assembly, the future expert government, and the municipality of the Tuzla Canton implement immediate and concrete measures to launch manufacturing and economic activities in the canton.
- That the future expert government of the Tuzla Canton establish an independent professional body to conduct an audit of the privatization of public companies located in the Tuzla Canton and the commercial operations of those companies after privatization and to initiate legal proceedings with the appropriate agencies or institutions in accordance with the results of the completed audits.
Aside from the above, we have attached all of the other demands made by the Citizens Plenum of Tuzla Canton to date and note that the demands of the various working groups will be submitted to the appropriate ministers after the Tuzla Canton Government is named.
