Minutes of the 74th session of the Board of Deputies of the Zenica-Doboj Canton

Minutes of the session of the Board of Deputies of the Zenica-Doboj Canton, in which demands of the Plenum of Citizens were considered, posted on 14 February 2014 here: http://www.zdk.ba/vijesti/saopcenje-sa-74-sjednice-kolegija-skupstine

We inform you that on 14 February 2014 at 9:00 am the 74th session of the Board of Deputies of the Zenica-Doboj Canton was held, in full session, with the following agenda items:

  1. Familiarization with the demands of the Plenum of Citizens of the Zenica-Doboj Canton,
  2. Adopting proposed agenda items  and the date of convening the 53rd session of the Assembly,
  3. Confirming the lists of guests of the 53rd session of the Assembly,

The session of the Board of Deputies was attended by members of the Board as well as representatives of the veterans association, union representatives and representatives of the Association of Civilian Victims of War from Maglaj, and two representatives of the Plenum of Citizens of the Zenica-Doboj Canton in their roles as spokespersons, who stated the two primary demands of the Board of Deputies, as follows:

  1. Abolition of the so-called “golden parachute” for functionaries, that is, abolition of the monetary compensation paid to executive and legislative officials of government organs for a year after the termination of their service in those posts,
  2. Appointment by the Assembly of an officer or candidate to serve as executive of a new Cantonal Government, who would be a candidate without party affiliation, uncompromised, and an expert from a specified field, all in accordance with the provisions of the Constitution and regulations currently in effect.

After careful consideration and analysis of the proposed demands, and acknowledging the thoughts and opinions of other representatives of specific associations and unions present at the session, the Board of Deputies took the following positions:

  1. The Board supports the demand for abolishing the monetary compensation paid to executive and legislative officials of government organs after the termination of their service in those posts, but due to the fact that this is regulated by the federal Law on Salaries and Compensation in Organs of the Government of the Federation of Bosnia and Herzegovina, the Assembly of the Zenica-Doboj Canton is not authorized to change the law in question in the manner specified. The Board recalls that the Assembly of the Zenica-Doboj Canton, earlier at its 48th session held on 13 December 2013, adopted the Decision by which it was proposed that the Initiative to change the law in question in a manner such that selected functionaries and executive officials, after termination of their public service, and until accepting a new salaried or contract position or until fulfilling the conditions for retirement, according to general regulations, have the right to compensation in the amount of the salary that they received while they performed their public functions for a period of 6 months instead of 12 months, with the goal of balancing the Budget. Also, the Board took the position that through the intervention of representatives from the Zenica-Doboj Canton who are representatives, i.e., delegates, in the Parliament of the Federation of BiH, the initiative to change the federal law in question should be set in motion as soon as possible with the goal of completely abolishing the above-mentioned right.
  2. The Board supports the proposed demand of the representatives of the Plenum of Citizens of the Zenica-Doboj Canton to begin the process by the Assembly of nominating an officer or candidate to serve as executive of a new Cantonal Government, who would be a candidate without party affiliation, uncompromised, and an expert from a specified field, and afterwards a new Cantonal Government, all in accordance with the provisions of the Constitution and regulations currently in effect.

It was decided to hold a new session of the Board on 17 February 2014 (Monday), to start at 11:00 am, with the following agenda:

  1. Consideration of further activities with the goal of acting according to the demands of the dissatisfied citizens organized as the Plenum of Citizens of the Zenica-Doboj Canton, and continued discussion about possible times for holding a session of the Assembly at which the resignations of the Government of the Zenica-Doboj Canton will be considered.
